GEN 3.4  Communication services

1.  Responsible service

1.1 Communication, Navigation, Surveillance Division of Civil Aviation Authority of Mongolia is the responsible authority for the provision of communication and navigation services within the area of its responsibility as indicated under GEN 3.4.2.

1.2 Applicable ICAO documents

The service is provided in accordance with the provisions contained in the following ICAO Documents:

  1. ICAO Annex 10 - Aeronautical Telecommunications

  2. Doc 8400 - Procedures for Air Navigation Services-ICAO Abbreviations and Codes (PANS-ABC)

  3. Doc 8585 - Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services

  4. Doc 7910 - Location Indicators

  5. Doc 7030 - Regional Supplementary Procedures

1.3 Differences to ICAO Annex 10 are detailed in subsection GEN 1.7.

2.  Area of responsibility

Communication services are provided for the entire territory of Mongolia.

3.  Types of service

3.1 Radio navigation service

The following types of radio navigation aids are available for any aircraft operating within the area of responsibility of Mongolian ATS units:

  1. Non-directional Radio Beacon (NDB)

  2. Instrument Landing System (ILS)

  3. VHF Omnidirectional Radio Range (VOR)

  4. Distance Measuring Equipment (DME)

  5. Precision Approach Path Indicator (PAPI)

3.2 Mobile / fixed service

Mobile service

The aeronautical stations maintain a continuous watch on their stated frequencies during the published hours of service unless otherwise notified. The details are given in subsection AD 2.18.

An aircraft should normally communicate with the airground control radio station that exercises control in the area in which the aircraft is flying.

Fixed service

This service is provided for the exchange of messages related to the safety and regularity of air navigation between aeronautical fixed stations.

AFTN circuits are illustrated in GEN 3.4.3.- GEN 3.4.6.

AFTN operations are applied in principle the communication procedure of Volume 2 of ICAO Annex 10 to the Convention on International Civil Aviation.

3.3 Broadcasting service

The following broadcasts are available for aircraft in flight:

a) VOLMET broadcasts are available for aircraft in flight as described in GEN 3.5.7;

b) VHF Automatic Terminal Information Service (ATIS) is provided at Buyant-Ukhaa International Airport and Chinggis Khaan International Airport. The details are given in subsection AD 2.18.

3.4 Language(s) used

Mongolian and English are used in aeronautical communication services.

3.5 Where detailed information can be obtained

Details of the various facilities available for the en-route traffic can be found in Part 2, ENR 4.

Details of the facilities available for the individual aerodromes can be found in the relevant sections of Part 3 (AD). In cases where a facility is serving both the en-route traffic and the aerodromes, details are given in the relevant sections of Part 2 (ENR) and Part 3 (AD).

4.  Requirements and conditions

VHF and HF are available H24 from Central, Muren, Dornod, Gobi, Altai and Bayan sectors, and are available at national airports for scheduled flights on request. HF is only available on RDARA frequencies, and in AM mode. Single side band transceivers, and MWARA and SELCAL facilities are not yet available.

GEN 4.2  Air navigation services charges

Charges for air navigation services shall be levied from all aircraft flying in the Ulaanbaatar FIR. Charges are based on the Maximum certificated take-off weight (MCTOW) and actual distance flown. Unit rate is established per 100km.

Note: * Value Added Tax (VAT) is applicable for air navigation services charges levied on national and foreign airlines operating domestic flights.

Note: All charges shall be increased by 15% for all types of services provided to aircraft operating non-scheduled charter flights.

Note: All charges shall be increased by 100% for services provided to the aircraft of foreign airlines in case the request for charter flight is made less than 1 working day prior to the intended flight.

Note: All charges shall be increased by 150% for services provided to the aircraft of foreign airlines in case the request for charter flight is made more than 6 hours prior to the intended flight.
