1.  Rescue and fire fighting services

1.1 Rescue and fire fighting services at each aerodrome are edited to AD 2. Temporary change of AD category for fire fighting is notified by NOTAM.
1.2 Some aerodromes with inadequate fire fighting facilities and fire fighters will have the backing of local fire fighting departments through the signing of support agreement.

2.  Snow plan

2.1  Organization of winter service
2.1.1 During the winter period from approximately 1 October to approximately 1 May, the next year, winter service is established at the aerodromes.
2.1.2 Chinggis Khaan International Airport has snow ploughs and the movement area and apron are kept serviceable H24.

Buyant-Ukhaa International Airport has snow ploughs and the movement and apron area are kept serviceable.

The following domestic aerodromes, all with paved runways, taxiways and aprons, have limited snow clearing facilities:

- Altai;

- Bayankhongor;

- Gurvansaikhan;

- Choibalsan;

- Khovd;

- Muren;

- Deglii Tsagaan;

- Ulgii;

- Khanbumbat.

Some delay may be experienced with movements at these locations.

2.2  Surveillance of movement areas
2.2.1 At Chinggis Khaan International Airport, the Shift operational control centre monitor the conditions of runways, taxiways and aprons within the aerodrome hours of services.

2.3  Measuring methods and measurement taken
2.3.1 The runway surface friction measurements will be carried out under the following circumstances:
  1. The runway is wholly or partially covered with snow and ice;

  2. Wet and slippery runway.

2.3.2 Friction coefficient is recorded continuously by the following means of special devices:
  1. Surface Friction Tester (SFT) vehicle (primary) at Chinggis Khaan International airport;

  2. Surface Friction Tester (SFT) vehicle (primary) and Skiddometer BV11 vi vehicle (back up) at Buyant-Ukhaa International Airport;

  3. Griptester at Choibalsan and Khovd airports;

  4. Mu-meter at Ovoot airport;

  5. Pavetesting at Muren, Deglii tsagaan and Ulgii airports;

  6. DFT at Khanbumbat airport;

  7. Skiddometer BV11 trailer at Altai airport.

2.4  The cases of runway closure
2.4.1 Aerodrome elements will partially close when water, freezing of moisture observed on the runway, the paved runway friction coefficient is at low, the surface of the runway is severely damaged and in a dangerous amount of snow due to low air temperature.
2.5  Cleaning methods
2.5.1 The methods used to de-ice and clear snow include machinery, spraying dry chemical and manual clearing.
