GEN 1.3  Entry, transit and departure of passengers and crew

1.  Customs requirements

1.1  Special regulations for travelers crossing customs border
1.1.1 The customs may apply red and green channels for travelers crossing the Customs border.
1.1.2 Crossing green channel, traveler may not fill out passenger Customs declaration form.
1.1.3 Personal effects and medicines of travelers crossing through green channel are carried across the Customs border under the Customs control.
1.2  Quantity of traveler’s personal effects
1.2.1 The Customs Headquarters shall approve list and quantity of traveler’s personal effects to be carried free of Customs duty and other taxes.
1.3  Personal effects and means of transport of traveler
1.3.1 "Personal effects of traveler" shall mean:
  1. all articles necessary for personal use during the journey;

  2. medicaments for personal use;

  3. articles in quantity and value not exceeding the limits permitted to be carried free of Customs duty and other taxes.

1.3.2 Medicaments for personal use shall include medicaments for urgent aid /for up to 7 days/ and for long term recovery treatments /for treatment from diabetes, cancer, mental illness and AIDS/.
1.3.3 The following medicaments are prohibited to be carried across the national border as medicaments for personal use:
  1. injections;

  2. antibiotic injections;

  3. narcotics;

  4. blood and plasma; and

  5. immunologic preparations.

2.  Immigration requirements

2.1  Border control requirements
2.1.1 Before the arrival of aircraft at Mongolian airports, assistance of crew members shall be offered in giving out Entry Cards and getting passengers to fill them out.
2.1.2 Passengers are required to fill out Entry Card when entering or leaving Mongolia, which shall be presented together with international travel documents to border control examination.
2.1.3 The following persons shall not be allowed to enter or exit Mongolia:
  1. a person holding invalid international travel document;

  2. a person holding a forged or altered international travel document;

  3. a person holding international travel document other than his own;

  4. a person refusing to accept border control;

  5. a person being forbidden to leave or enter Mongolia in accordance with Mongolian laws and regulations.

2.1.4 Persons in charge of aircraft shall notify in advance the immigration and Customs authorities concerning the arrival/departure time of the aircraft and the name list of crew and passengers.
2.1.5 Embarkation and disembarkation of the passengers shall be carried out with the permission of immigration and Customs authorities.
2.2  Passport and visa requirements
2.2.1 The following requirements shall apply to foreign nationals and stateless persons entering Mongolia pursuant to the Law of Mongolia on the legal status of foreign citizens and other government decrees consistent therewith:
  1. foreign nationals and stateless persons other than holders of travel documents of countries with intergovernmental agreement on visa exemption with Mongolia shall need visa to enter Mongolia;

  2. the decision to issue visas to foreign nationals and stateless persons on border checkpoint and allow entry rests on the State administrative body in charge of foreign nationals and citizenship issues of Mongolia;

  3. foreign nationals and stateless persons with prior visa permission from the State administrative body in charge of foreign nationals and citizenship issues and valid passport, or other accepted identification document may be granted visa upon arrival on the border checkpoint of Mongolia;

  4. carriers who bring foreign nationals and stateless persons without prior visa permission from the State administrative body in charge of foreign nationals and citizenship issues, or a passenger without visa, or a passenger refused entry for other reasons, shall be responsible for costs concerning his or her temporary stay and departure.

2.2.2 Above requirements shall also apply to foreign crew members.

3.  Public health requirements

3.1  Requirements for passengers
3.1.1 All visitors to Mongolia are required to fill out health declaration form.
3.1.2 Visitors are required to provide information on their current health condition and contact address in Mongolia in the health declaration form.
3.1.3 If there is a need to determine the presence of imminent public health threat or a passenger refusing to provide the necessary documents, permission to enter can be denied.
3.1.4 A passenger may be compelled to or advised to undergo additional health or hygienic measures that are established for the purpose of preventing or controlling spread of diseases including isolation, quarantine and public health control.
3.2  Requirements for flight crew
3.2.1 All members of visiting crew must have appropriate vaccination certificates against infectious diseases.
3.2.2 All members of visiting crew must be able to furnish medical tests taken beforehand.
3.2.3 Should there be an ill passenger suffering from an infectious diseases on board an aircraft, air traffic control shall be notified immediately.
3.2.4 First aid and other available medical assistances shall be offered on board to passenger believed to be suffering from an infectious disease.
3.2.5 “General Declaration” must be filled accurately and obligingly.
