GEN 3.6  Search and rescue

1.  Responsibe service

1.1 The search and rescue service in Mongolia is provided by the Rescue Coordination Centre, which is a unit of the Air Traffic Services Division of the Civil Aviation Authority of Mongolia.

The SAR services are provided in accordance with the provisions contained in the following ICAO Documents:

ICAO Annex 12-Search and Rescue

The International Aeronautical and Maritime Search and Rescue Manual (Doc9731-AN/598)

1.3 Differences to ICAO Annex 12 are detailed in subsection GEN 1.7.

2.  Area of responsibility

2.1 The Rescue Coordination Centre is responsible for SAR operations within the Ulaanbaatar FIR.

3.  Types of service

3.1 Organizing and conducting of the search and rescue for aircraft in distress or for survivors of aircraft accidents in the Ulaanbaatar FIR regardless of the nationality of such aircraft and survivors shall be provided by the Rescue Coordination Centre in cooperation with National Emergency Management Agency units and other organizations.
3.2 The Civil Aviation Authority of Mongolia coordinates SAR operations with the search and rescue services of the other countries.

4.  SAR agreements

4.1 The government of Mongolia has signed agreements with the goverment of Russian Federation and the goverment of People’s Republic of China in the field of search and rescue.
4.2 The Civil Aviation Authority of Mongolia has signed a operational agreements with Federal Air Transport Agency of Russian Federation and Civil Aviation Administration of China in the field of search and rescue.

5.  Conditions of availability

5.1 Mi-171 and Mi-8 state helicopters are used. They are specially equipped for search and rescue operations.
5.2 Search and rescue exercises are conducted in cooperation with the SAR services of Russian Federation.

6.  Procedures and signals used

6.1  Procedures and signals used by aircraft.
6.1.1 Procedures for pilot-in-command observing an accident or intercepting a distress call and/or message are outlined in the ICAO Annex 12, Chapter 5.
6.2 Communications
6.2.1 Transmission and reception of distress messages within the Ulaanbaatar FIR are handled in accordance with ICAO Annex 10, Volume II, 5.3. For communications during search and rescue operations, the codes and abbrevations published in ICAO Abbrevations and Codes (Doc 8400) shall be used.
6.2.2 The frequencies 121.5MHz and 5680kHz are guarded continuously by Area Control Centre and Rescue Coordination Centre.
6.2.3 Rescue aircraft use both the call sign RESCUE and additional identification marks (ALFA, BRAVO, CHARLIE, etc.) during search and rescue operations. The frequency 123.1MHz is used by aircraft engaged in SAR operation.
6.2.4 COSPAS/SARSAT. Rescue Coordination Centre serves as a designated SAR point of contact (SPOC).
6.3 Search and rescue signals
6.3.1 The search and rescue signals to be used are those prescribed in ICAO Annex 12, 5.8 and its Appendix.
