GEN 1.4  Entry, transit and departure of cargo

1.  Customs requirements

1.1 Goods prohibited to be admitted to the national territory of Mongolia shall not be allowed to enter the Customs territory.
1.2 Restricted goods except those which are subject to prohibition is carried across the Customs border if they meet conditions and requirements specified in the legislation and international treaties.
1.3 Goods prohibited to be exported by the legislation shall not be allowed to leave the Customs territory.
1.4 Prohibited goods shall not be allowed for transit unless specified otherwise in the international treaties.
1.5 The Customs headquarters shall notify the public on goods subject to prohibition or restriction from crossing the Customs border and location of border crossing point or the Customs and its timetable.

2.  Veterinary, animals, birds, meat, fish and plant quarantine requirements

2.1 Prior permission of the authorized organization and Specialized inspection authority is required for import, export or trans-shipment of the following items:
  1. Animals, plants and their raw materials and products;

  2. Canned or processed products;

  3. Biological and chemical fertilizers containing animal and plant raw materials and products;

  4. Pesticids;

  5. Veterinary products and equipment.

2.2 In the case of live animals, prior permission is also required for animals in transit.
2.3 Prior permission of the authorized organization is required for the import and export of all species of wild animals and plants and their parts or derivatives protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
2.4 License and permission from the authorized organization is required for the import and export of drug, medical equipment and bio-preparation. Name, type, dosage, quantity, manufacturer’s name, date passing through the border and name of the port should be stated on the license for drugs and medical equipment, cold chain recording sheet must be present for vaccines, bio-preparation, diagnosing devices and reactants.
2.5 Prior import permission from the authorized organization, assessment from Hygienic and specialized inspection authority and Medical authority testimonial is needed for the import of blood, blood product, tissue, organ and contagious biological agents.
2.6 For export and import of food products, the manufacturer should have maintained best practice or inspection and control system and have sale and purchase agreement with producer/distributor or similar document.Concentrator preparation, food additives, pure culture fermentation and food raw materials from genetically modified organisms should be registered Mongolian registration, pre-tested and inspected by hygiene inspection. When importing alcoholic drinks and strategic food (dry and packed milk) special permit from the appropriate authority should be obtained.
2.7 When deceased or cremated body passes through the border, following documents should be provided to Specialized inspection authority.
  1. Documentary evidence (ID, copy of passport and reference from embassy);

  2. Reference from health authority of Consignor country (forensic medicine);

  3. Reference from police authority;

  4. Disinfection certificate (not applicable to cremated body);

  5. Documents stating whether death is caused by infectious diseases or came from an international quarantine region or territory that is infected.

3.  Arms and explosives requirements

3.1 The import, export and trans-shipment of all arms, explosives, component parts, munitions and weapons including swords, sword-sticks, kukris, parangs, daggers, spearheads, toy pistols, airguns, etc are strictly controlled.
3.2 Applications should be made to the appropriate authority on arms and explosives, Ministry of Defense, General Intelligence Agency and Mongolian National Chamber of Commerce and Industry and permits must be obtained.
3.3 Severe penalties are provided for non-compliance of the requirements.

4.  Requirements for the carriage of dangerous goods in aircraft

4.1 General permission is given to airlines by the Customs Authority subject to compliance with the current edition of ICAO Annex 18 to the Convention on International Civil Aviation relating to the Safe Transport of Dangerous Goods by Air. Operators who wish to carry dangerous goods should apply to the Director General of Civil Aviation Authority of Mongolia, giving relevant details of the consignment. Application must be supported by an airway bill or invoice to that effect.
4.2 The transport of dangerous goods are prohibited according to the ICAO Technical instructions for the safe transport of dangerous goods by air Part 2.1 (Doc 9284) and the procedure for dangerous goods Part 3.3.
4.3 Special permit from appropriate authority should be obtained.
4.4 Border specialised inspection authority should be responsible for inspection of chemical dangerous and hazardous substances passing through the border.
4.5 Chemical hazardous and dangerous substances are prohibited to be crossed the border without the permission.
4.6 Hazardous waste is prohibited to be imported to Mongolia for the purpose of use, storage, temporary placement and extermination.
4.7 Hazardous waste is prohibited to be transported across the Mongolian border.
4.8 Importer of nuclear materials and radiation generator should be completely met with requirements of Mongolian legislation and has special permit issued by appropriate authority.
