GEN 3.5  Meteorological services

1.  Responsible service

1.1 The meteorological services for civil aviation are provided by the Aviation Meteorological Centre (AMC) of the National Agency for Meteorology and Environment Monitoring of Mongolia and the AMC is located at the Buyant-Ukhaa International Airport.

1.3 Applicable ICAO documents

The meteorological services are provided in accordance with the provisions contained in the following ICAO documents:

ICAO Annex 3 - Meteorological Service for International Air Navigation

Doc 8896 - Manual of Aeronautical Meteorological Practice

World Meteorological Organization, No.49 Technical Regulation Volume II.

1.4 Differences to ICAO Annex 3 are detailed in subsection GEN 1.7.

2.  Area of responsibility

Meteorological services are provided within the Ulaanbaatar FIR.

Domestic airports

Routine flight weather reports for domestic airports issued by aerodrome meteorological office are collected via the local meteorological network and/or other available communications.

4.  Types of services

Personal briefing and consultation for operators and flight crew members are provided for all international and domestic airports.

Service units of aviation meteorological center, located at Chinggis khaan International Airport, shall provide following aeronautical meteorological service throughout the day for 24 hours:

Latest meteorological data available are displayed as follows:

- Reports in the METAR code form

- Current and prognostic weather charts

- Meteorological satellite images

- Weather Doppler radar images

- Products of World Area Forecast System /WAFS/

Aviation weather reports for aircraft in flight are supplied through VOLMET broadcast.

Flight weather documentation are provided to all aircraft for international and domestic flights. The documentation includes following information:

- Reports in METAR code form

- Aerodrome forecasts in TAF code form with validity of 30 hours and 9 hours

- En-route forecast in text and/or table form for domestic middle and low level flights

- High level significant weather chart prepared by WAFC

- Upper (050-530FL) wind and temperature charts prepared by WAFC.

Area forecast and en-route forecast are issued by all domestic aerodrome meteorological offices and AMC.

All flight weather documentation for flight crew members are available in Mongolian and English.

5.  Notification required from operators

Notification from operators in respect of briefing, consultation, flight documentation and other meteorological information needed by them (ref. ICAO Annex 3, 2.3) is normally required. Such notification should be received at least 6 hours before the expected time of departure when non-scheduled flights are to be operated.

6.  Aircraft reports

All aircraft for international flight shall make special weather observations and report to ATC whenever the following phenomena are encountered en-route:

- Severe and moderate icing

- Severe and moderate turbulence

- Cumulonimbus with thunderstorm
