The Air Traffic Flow Management Division (ATFMD) is a branch of the National Civil Aviation Center under the Civil Aviation Authority of Mongolia, whose main function is to provide flight flow management.
The air traffic flight flow management aimed at creating a safe, prompt and efficient flow of air traffic will be implemented by coordinating the flights passing through Mongolian airspace and taking off and landing in accordance with the declared capacity of the air traffic service airspace and airport.
Air operator must strictly follow the schedule issued by the Schedule Board of the Civil Aviation Authority of Mongolia to prevent airport overcapacity.

ATFMD operates 24 hours a day as following:
Flight planning and permit section:
MON-FRI: 00:00–07:00 UTC (business hours)
Tactical planning section:
MON-SUN: H24 (non-working hours)
Air traffic flow management daily plan (ADP)
The ATFMD will exchange ATFM Daily Plan (ADP) with the agreed countries on a daily basis.
ADP will be issued at 0000 UTC daily to notify the following day’s ATFM plan in advance.
ADP will include restrictions on aerodrome/airspace, start/end time, reasons of the restrictions and expected ATFM measures.

Structure of manageable airspace (allocation and changes to allocation)
The Civil Aviation Information Service Division of the National Civil Aviation Center under the Civil Aviation Authority of Mongolia shall issue a NOTAM to temporarily suspend or restrict the use of air routes and aerodromes by NOTAM.
