GEN 3.1  Aeronautical information services

1.  Responsible service

1.1 The Aeronautical Information Services Division of Civil Aviation Authority of Mongolia ensures the flow of information necessary for the safety, regularity and efficiency of international and national air navigation within the area of its responsibility as indicated under GEN 3.1.2. Aeronautical Information Services Division consists of AIS Headquarters and International NOTAM Office and AIS units at AD.

Note: The unit is located in the AIS unit of the Chinggis khaan international airport, the operation is remotely.

Aeronautical information service is provided in accordance with the provisions contained in Annex 15 to the convention on international civil aviation - aeronautical information services and PANS-AIM ICAO Doc 10066 - aeronautical information management.

Differences to Annex 15 to the convention on international civil aviation - aeronautical information services and PANS-AIM ICAO Doc 10066 - aeronautical information management are detailed in subsection GEN 1.7.

2.  Area of responsibility

The Aeronautical Information Services Division is responsible for the collection and dissemination of information for the entire territory of Mongolia.

3.  Aeronautical publications

The aeronautical information is provided in the form of the Aeronautical Information Products consisting of the following elements:
  1. Aeronautical Information Publication (AIP);

  2. Amendment service to the AIP (AIP AMDT);

  3. Supplement to the AIP (AIP SUP);

  4. Aeronautical Information Circulars (AIC);

  5. NOTAM.

3.1   Aeronautical Information Publication (AIP)

The AIP is the basic aviation document intended primarily to satisfy international requirements for the exchange of permanent aeronautical information and long duration temporary changes essential for air navigation.

The AIP Mongolia is published in loose leaf paper form and electronic form (eAIP) in Mongolian and English. The AIP in electronic form (eAIP) is issued both on CD and internet (www.ais.mn).

3.2   Amendment service to the AIP (AIP AMDT)

AIP amendment contains new information of a lasting character to be included in the AIP. Two types of AIP AMDT are produced:

  1. Regular AIP Аmendment (AIP AMDT)

    Regular AIP Amendment (AIP AMDT), issued in accordance with the established regular interval (ref. GEN 0.1.4) and identified by a light blue cover sheet, incorporates permanent changes into the AIP on the indicated publication date;

  2. AIRAC AIP Amendment (AIRAC AIP AMDT)

    AIRAC AIP Amendment (AIRAC AIP AMDT), issued in accordance with the AIRAC system and identified by a pink cover sheet and acronym-AIRAC, incorporates operationally significant permanent changes into the AIP on the indicated AIRAC effective date.

Each AIP AMDT and AIRAC AIP AMDT are allocated separate serial numbers which are consecutive and based on the calendar year.

New information included on the reprinted AIP pages is annotated by a vertical line in the left or right margin of the change. Removal of information from the reprinted AIP pages is annotated by horizontal line in the left or right margin of the removed information.

A checklist of AIP pages containing page number and the publication or effective date of the information is reissued with each regular AIP Amendment.

3.3   Supplement to the AIP (AIP SUP)

Temporary changes of long duration (three months or longer) or information of short duration which contains extensive text and/or graphics shall be published as AIP Supplements. Operationally significant temporary changes to the AIP are published in accordance with the AIRAC system and its established effective dates and are identified clearly by the acronym AIRAC AIP SUP.

AIP Supplements are published on yellow paper and are kept in the AIP as long as all or some of its contents remain valid.

Each AIP Supplement (regular or AIRAC) is allocated a serial number which is consecutive and based on the calendar year.

3.4   Aeronautical Information Circulars (AIC)

Aeronautical Information Circulars contain information on the long-term forecast of any major change in legislation, regulations, procedures or facilities, information of a purely explanatory or advisory nature liable to affect flight safety; and information of an explanatory or advisory nature concerning technical, legislative or purely administrative matters.

AIC are issued in two series (A and C). AIC Series A is given international distribution and is issued in English and Mongolian. AIC Series C is given national distribution and is issued in Mongolian.

Each AIC is numbered consecutively within each series on a calendar year basis.

3.5  NOTAM

NOTAM contain information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential for personnel concerned with flight operations. The text of each NOTAM contains the information in the order shown in the ICAO NOTAM Format and is composed of the signification/uniform abbreviated phraseology assigned to the ICAO NOTAM Code complemented by ICAO abbreviations, indicators, identifiers, designators, call signs, frequencies, figures and plain language.

NOTAM are distributed in three series identified by the letters A, C and special series S (SNOWTAM) only in English.

Each NOTAM is assigned a serial number preceded by a letter indicating the series. The serial number starts first NOTAM of every year with number 0001.

Series A. Information concerning general rules, en-route navigation and communication facilities, airspace restrictions and activities taking place within FIR and information concerning the following aerodromes:

  1. ZMCD DORNOD/Choibalsan;

  2. ZMCK ULAANBAATAR/Chinggis khaan;

  3. ZMUB ULAANBAATAR/Buyant-Ukhaa;

  4. ZMUL BAYAN-ULGII/Ulgii;

  5. ZMKD KHOVD/Khovd;

  6. ZMMN KHUVSGUL/Muren.

Series C. Information on all aerodromes, except for aerodromes published in Series A.

Series S (SNOWTAM). Information concerning snow, slush, ice or standing water associated with snow and slush and ice in the movement areas.

NOTAM will issued via the aeronautical fixed service (AFS).

3.6  NOTAM checklist

NOTAM checklist shall be issued for each series and it contains following parts.

Part 1: starts with “CHECKLIST” and followed by all valid NOTAM number classified by year;

Part 2: starts with "LATEST PUBLICATION" and followed by the numbers of latest AIP AMDT and digital data set;

Part 3: starts with “CHECKLIST AIP SUP” and followed by numbers of all valid AIP SUP;

Part 4: starts with “CHECKLIST AIC” and followed by numbers of all valid AIC.

NOTAM checklist for A series shall only contain A series AIC checklist, NOTAM checklist for C series shall only contain C series AIC checklist.

NOTAM checklist will issued via the aeronautical fixed service (AFS).

4.  AIRAC system

4.1 Operationally significant changes to the AIP, will be issued on predetermined dates according to the AIRAC system, will be published as an AIRAC AMDT or AIRAC AIP SUP.

AIRAC information will be issued so that the information will be received by the user not later than 28 days, and for major changes not later than 56 days, before the effective date.

4.2 When AIP Amendments or AIP Supplements are issued in accordance with AIRAC system, a trigger NOTAM will be issued giving a brief description of the contents, effective date and reference number of the AIRAC AIP AMDT or AIRAC AIP SUP.

When raw data/information has not been submitted by the AIRAC cut-off date, a NIL notification shall be originated and distributed by NOTAM.

5.  Pre-flight information service at aerodromes

5.1 Pre-flight information is provided using an automated pre-flight information services to facilitate self-briefing by the users and available at the following aerodromes as detailed below.

The pre-flight information bulletin (PIB) is a presentation of current NOTAM of operational significance and prepared normally 2 hours prior to flight in the form of plain-language.

The PIB for departing flights from Chinggis khaan international airport will be prepared, distributed, and published on the website of the AIS division 2 hours prior to the flight.

The PIB for departing flights from Buyant-Ukhaa international airport will be prepared if requested in advance 2 hours prior to the international flight, half-hour prior to the domestic flight time, and if requested by the user, it can be published on the website of the AIS division or distributed by e-mail.

Depending on the requirements of users, following types of PIB can be prepared:

  1. Aerodrome PIB

    Aerodrome PIB contains NOTAM and SNOWTAM related to the selected aerodromes.

  2. Normal route PIB

    Normal route PIB is a bulletin based on a generalised route as contained in the flight plan. It contains NOTAM and SNOWTAM related to the crossed FIRs and selected aerodromes.

  3. Narrow route PIB

    Narrow route PIB is a bulletin based on specific flight route as contained in the flight plan. It contains NOTAM and SNOWTAM that intersect with the narrow route path including aerodromes of departure and destination.

  4. Special area PIB

    Special area PIB contains NOTAM and SNOWTAM inside the one or more FIRs, States, or user defined area.

5.2  Internet self-briefing (https://briefing.ais.mn/AviWeb/login) is location independent and can be accessed using a variety of different portable devices. It allows flight crews:
  1. to obtain the relevant PIB according to the individual input criteria;

  2. to obtain flight status;

  3. to submit flight plan.

5.3 Post flight information service

The purpose of post-flight information is to ensure that inadequacies of facilities essential to the safety of flight operations, and the presence of wildlife on or around the airport constituting a potential hazard to aircraft operations, observed by flight crews during the flight, are reported without delay to the authority responsible for those facilities.

Post-flight information service is provided at the Chinggis khaan and Buyant-Ukhaa aerodromes.

Post-flight report form and bird strike report form are printed as a part of PIB or available on the AIS web site (https://www.ais.mn/ preReport, https://www.ais.mn/preBird) for the electronic submission. Printed forms can be submitted to the AIS unit at AD by physical visit or post or email aiszmub@mcaa.gov.mn.

6.  Digital data sets

The Aeronautical Information Services Division produces the following types of digital data sets:
  1. AIP data set;

  2. Instrument flight procedure data set;

  3. Obstacle data set;

  4. Aerodrome mapping data set;

  5. Terrain data set.

The Data sets will be generated in XML format compatible with AIXM 5.1 except terrain data set.

Terrain data sets are generated in GeoTIFF (.tiff) and ERDAS IMAGINE (.img) formats.

Aerodrome mapping data sets and obstacle data sets can be generated in ESRI shape file (.shp) format and if requested by the user, obstacle data sets can be generated in Microsoft Excel file (.xlsx) format.

AIP data sets contain digital datas on the subjects specified in 5.3.3.1.1 of the PANS-AIM ICAO Doc 10066 and designated authorities specified in GEN 1.1 of the AIP.

Details of information related to digital data sets can be obtained from the AIC.

AIP data set, Aerodrome mapping data set and Instrument flight procedure data set can be obtained from the address specified in GEN 3.1.3.7.
